SEARCHING SERVICE

The Serching Service continually works on jobs confided to it according to the Law on confinding of public authorizations and in accordance to the Instruction for work on jobs of searching service.

The Function of the Service

The function of the Searching Service is to do the job of informing about the war victims, with the aim that persons protected by Geneve Conventions of August 12th, 1949 and Additional Protocols which go with those Conventions of June 10th, 1977, can realize their right to be informed, anticipated by these Conventions and that persons separated by the mentioned events can realize the mutual contact as soon as possible.

The function of the Searching Service is, also, that within the humanitarian tasks of Red Cross informs about the victims of natural and other disasters and other cases in peace in which there is a need of conecting people or give information.

Jobs of the Searching Service

In order to realize its function, the Searching Service is performing the following jobs:
- collects, finds and accepts data and documents from the official and all other sources for persons for whom it is in charge,
- makes evidence, classifies and elaborates data,
- accept requests for starting of the search or giving information,
- takes over searching for the persons for which there is a request, unless the service itself has the necessary data, informs the requesting party and others who have the right to be informed, about data it obtained,
- issues official documents based on data it has
- acts as an agent in exchanging of the family messages
- act as an agent in delivery of the personal things and money which the prisoners of war, civil prisoners, left behind,
- organizes reunions of the members of separated families.

The Searching Service serves the following categories of citizens.
I In war or war related, for:
a) war prisoners
b) civil prisoners
c) persons protected by the IV Geneve Convention of 1949 which have been imprisoned for more than two weeks of to whom a forced stay was recomended
d) wounded, sick and dead soldiers,
e) disappeared persons,
f) children under 14 evacuated into a foreign country,
g) children under 14 separated from their parents due to a war
Besides informing, the Searching Service does for all the persons who are war victims:
h) exchange of family messages
i) reunion of separated members of family

In peace or in war, for:
j) victims of natural and other disasters
k) evacuated persons, refugees and similar categories of persons who left their abodes in larger numbers and were situated in other places,
l) persons working temporarily abroad and their families,
m) emigrants
n) all other perons for whom the searching has been started, if the Searching Service estimates that it can obtain any information within the scope of its work.
The mentioned services can confide to the searching Service other jobs of searching as well.

By the Regulation Book, Social Agreement and other regulations of Red Cross, the competence of the Searching service for each categorie of the searched for persons in regulated. The searching Service which is competent carries out the job for that categorie of persons. The competent searching Service which leads the entire procedure, deliveres to it data for elaborating. The searching service which has got the project, makes the fundamental data base for those categories of persons for which it is antisipated and replies to the searching party, no matter to which Searching Service the request was directed. All other Searching Services take part in the procedure and help the mother Searching Service. In accordance with that, on mother searching Service's request, those searching Services obtain data or undertake other necessary actions.

Due to the specific nature of the job from this area, where the co-workers are from the Intrnational Federation of Red Cross Society, the concluding of some projects is difficult, that is why some of then last longer.
